Tried sticky pads from Halfords, and local garage, both crap. Any suggestions for very good double sided tape or pads? Front oK on the plastic frame but rear is not flat and has a raised panel, tried doubling up the ends, but doesn't like it. certainly don't want to screw it.

I've used velcro tape in the past when I dragged a trailer along and was too mean to buy another plate.

They tend to be toward the middle so the ends still “flap about” a bit. Slight exaggeration but they can bend away from the bumper.
Gorilla do a clear double sided tape ( Amazon or Tesco ) that would stick a supertanker to a skyscraper.

Try using the sticky tape, that has some thickness to it, with the dense foam in the centre, about a millimetre or two should do. It allows for some curve in the bodywork. But ensure it is pressed down firmly when fitting.
I buy it by the roll ( always comes in useful ).

I used the foam tape from Halfords to no avail. I ended up using PU glue and a couple of clamps to hold it in place for an hour. The only problem may be removing it if I ever need to!

How the hell are you aware that the ends flap about?

I can't see it from the driving seat funnily enough and if it makes a noise it's either inaudible or I'm too deaf to hear it. If it's the later then may age and failing senses might have some benefits after all
