Sure, there's a lot of dodgy stuff on eBay. But car owners faced with the dilemma of paying a garage £1000 for a genuine part or £250 for a "second-hand" part aren't usually going to ask too many questions.

Correct, and that's the point I am making as to why criminals are ripping cars apart to sell the parts.
