I do get that developing countries are reliant on more dated tech to generate power, but at least put a muzzle / filter on it, like Europe did in the 80’s. It made considerable difference

Heaps of misinformation out there that drives the debate that makes huge amounts money for those involved. We live in the age of BS and greed. Modern vehicles are pretty much insignificant compared to big industry and energy producers. Both India and China, have said that the West have used this sort of polluting power to develop to where we are now. And goes on to say it's their turn to develop, by using whatever means are available.
I do see their point which is somewhat correct. But the advancement of science and knowledge, available now regarding the consequences, could be catastrophic for all.
