My experience with ACC is as follows; Come to an automatic stop. If the traffic in front moves off within 1 second or so, my car will pull away and accelerate with no input. Think if one touches the brake when moving or standstill then it needs re-engaging, but otherwise does its stuff, whilst allowing one to accelerate over the set speed if needed. In my experience, it depends on how long the traffic in front is stationary.
